Looks to be ebony
You will see some brown come out in the sunlight, even with dark ebony cues.

Scruggs Ebony

Yep, definitely ebony butt and points... my TS four pointer is the same.
These are the nuts... nice stiff hit. My 'playing' cue.

Looks very nice, great points, razor fine and good color combination. And always Scruggs are the best playing cues by far, they hit solid and firm and have great feedback / feeling.

grab a led flash light if you see some brown on it it might be an ebony
