When Tim made his sneakys and stamped his ts on the forarm. Whould he do it under the finish or over the finish can u feel the groves or not please help

it was done under the finish. Sometimes you can feel the stamp, especially on older ones that had a thin finish. If the cue has ever been refinished, then you would not be able to feel the stamp. It was a stamp, not a decal. Here is a sample below.
