What are you wanting to seal. Shafts? Or are you wanting to seal before finishing the cue?

If your looking for a sanding sealer the cellulose sanding sealer from Chestnut is very good and that's available all over Europe. If it's a sealer/basecoat you want, look for a water thin epoxy that don't yellow like West 105/207

I use a sanding sealer for shafts....... I use Max 1618 epoxy for sealer/base coat for butts

You're describing two different operations.

For sealing the shaft I would just search for pool cue shaft sealer and see what comes up as available near you.

For sealing butts before a finish the BSI (Bob Smith Industries) is widely recommended (for CA finishes anyways) and is what I have recently received but have not used it yet.

What experience do you have with finishes & methods of application?

Are the cues for sale or for personal use?

It is not a popular product for cues in USA since the 1930’s; however French polish made with shellac from flakes was practically the only film finish before that era & still has a lot going for it. Certainly superior to nitro or acrylic lacquers in many ways. The flakes I use come from your country, Germany seems to make the best de-waxed shellac’s. Platina, super-blonde, & some blonde. DK actual mfg’r, I get it US from a bulk re-packager . one

I use epoxy to seal the cue before finishing and now use Lacover 30 for sealing shafts.
