It's called a Sardo Rack. More info here. You might consider pounding the slate with a ball peen hammer, too....

No not the Sardo Rack, i know what that is, it is rubbisch!!!
I mean something like a mousepad but then with holes in it were you place the ball, and tapp/slamm it with another ball.

I don't understand the problem or how such a devise would be used. You want to put a rubber pad OVER the balls and then tap them ??? Certainly not UNDER the balls.

I suggest you learn how to properly rack and simply follow the WPA Rules (http://www.wpa-pool.com/rules1.htm) which clearly state :
"1.16.5 RACKING
The balls must be racked as tightly as possible, which means each ball should be touching its neighbor. Refrain from tapping object balls more than absolutely necessary; it is preferable to thoroughly brush the area of the rack to even out the cloth."

Rubber Pad...

I have one of the pads you're talking about. It is about an 1/8 inch thick rubber pad that has holes patterned for 15 balls to "sit in". The holes in the pad are such that 2 1/4 inch balls sit "frozen" in place. Once positioned correctly on the spot, you can tap the balls into the cloth to set the racking of the balls to be nice and tight. This is the same effect you get using a Sardo, marking the table and then pressing the balls into place. This pad works great but it is only as good as the person putting the balls back in the same set up, i.e. not shifting the whole rack forwards or backwards.
A friend gave me the pad, and he said he got it from a billiards supply in Virginia I think. Maybe it was Billiards Direct or something like that. He said it retailed for $20. I like using it to "set" a rack area up on new cloth but as soon as people start moving the rack around you lose the set.

And the result is CRATERS similar to when using the SARDINE GIZMO... :(

Called the "Rack-M-Rite" racking template. It's available from www.billiardsexpress.com (look under the Racks menu on the left), on sale at $6.50 (regular retail $24.99???)

Yep, as a matter of fact, the SARDINE GIZMO originally came with a similar "training template" for "training the cloth." Leaves a mine field for slow-rolled shots, but if somebody wants to do that to his own table....
