I really do not know how all pool tournaments are set up, but I believe any professional pool tournaments should be seeded, I know some disagree, but for the game it would be the best, to insure good matches hopefully in the later rounds. I also believe, that any amateur pool tournaments, even the ones that are open to the pros, should be luck of the draw, so if luck is with you, you might get some steam going in the tournament.
