David P Kersenbrok wrote a pool cue making book at the end was a couple of page with many diameters to use to build a shaft. I have a copy and do not think I would be out of line to build a shaft using those exact numbers. I think that was why he put them in the the book. It would be an elvi shaft, True Shaft or a Dana Stepehenson shaft not a Kersenbrok or SW shaft as many try to do when selling there work.
Most cue makers will cut a shaft to a close but still oversize before sanding into the final sizing. Some take an extreme amount of care and follow a multi taper or parabolic shape. Final sizing of a shaft has a lot to do with the play including the finishing of the shaft look at Gulyassy hard coating he is promoting now.
As others have said wood quality will have alot to do with the shaft along with the ferrule and joint construction quality.
Personally I think if you got the equipment and time the make the shaft however you want there is not copyright on tapers at least not that I know of to date. The shaft should not be marketed as anything other than the result of whoever actually it made it though so if you are Joe Smith cue maker it should be a Joe Smith shaft.
On a similar note I hear that Lamborghini just bought a Ferrari 458 so they can use it as a testing target, I bet some similar design concepts will result but the final car will still be a Lambo.
