Shaft Millimeter question

I figured I'd ask the cuemakers since this question seems to be of somewhat importance to your potential customers, hope you don't mind...

When someone asks, or requests a shaft size, say..12.75mm, what does that mean to the cuemaker? Is it the diameter at the tip/ferule? Or about 5-6 inches down from the ferule?

I've always wondered, but always forget to ask...I'm thinking about listing a cue or two for sale, and I want whomever gets them to know the true shaft size, and I would like to know where to measure w/ my calipers!

It would be a good idea for the cuemaker to ask for specifics.
Generally when someone says to me 12.75 I first assume they are talking tip size at the end of the ferrule. But to be sure and not just assume one should ask if they are referring to the stroke area also and for how far back.
