I have a 9' Brunswick Gibson with Simonis 860. it is rolling a little slow and I am wondering if it is a matter for re-stretching or if I would be better off with new cloth. The cloth is 5 years old, gets played on regularly, is covered when not being played on and in general is well maintained with brush & Quick Clean.

Is there a rule of thumb for life of cloth in a residential setting?

the quick clean is probably your problem, keep your cloth dry. It will also discolor your cloth. If your cloth isn't loose then stretching won't make a difference.

When a ball zigs when it should have zagged you're in the worn zone and time for a cloth change. Make sure the ball set is clean. Run your fingers across the cloth with slight pressure. If it tends to wrinkle up as you go the cloth is loose and a restretch should help. Skip the brush/QC and use a vacuum (without a spinning attachment) followed by a wipe down with a damp microfiber towel.

* this applies to all worsted cloth and not just simonis
