Most league rules nowadays say something like, "All balls pocketed illegally or any object balls knocked off the table stay down. How is this fair if you are playing for points (one point for each ball made)?
Back in the '70s I was playing in a nice team event, when my opponent needed only one ball to win the team match. I played a nice safety on his last ball, placing the white behind one of my set. My opponent was a crafty old veteran, and he proceeded to simply pocket his ball with an illegal combo and won the match! It didn't seem fair, but the rule was that the pocketed ball stayed down and counted for the winning point!
In my humble opinion, any balls illegaly pocketed or knocked off the table should be spotted! You should never be able to win a game or a match on a fouled shot.
