If it is the normal SS joint it is not that difficult. You can heat up the SS to break the glue bond and then replace it with just about anything you want. If it is the thin SS joint, it may be more difficult. I would be worried about making a phenolic collar with the wall that thin.
 
Would there be a way to strengthen it somehow? Maybe take down the wood a little to leave more space for a thicker piece of phenolic?

I'm in the process of acquiring a thinwall steel jointed cue and if I don't like the hit I might look into this.

It'd be easy to replace it but would have to be refinished.
