sst cue shafts

when someone buys a cuetec cue and it has a sst shaft on it and it is 15 and a half taper shaft? i think that is the shaft that you start out with when you shoot pool and then when that shaft is $108.00 and the vortex shaft with the white thing for the tip to sit on that one costs $148.00 so want to know if this is true or not ?
