While 13 mm seems to be the standard tip diameter, are there standards for the joint and butt diameters?? I know I prefer a smaller butt diameter.

Probably the most popular butt taper now is .840" joint with 1.240" bottom . One angle .
Smaller butt or smaller grip ? If you like thinner grip, bottom diameter means little if the butt has compound angle .
What matters more is your preference where you grip most of the time .
A compound taper .850-1.250" butt might be thinner where you grip than a straight taper .840-1.240" butt.

And as Brugge mentioned, there is no standard .
 
For joints, .840 is probably most common.
Older Meucci cues have narrow joint diameters, down around .800. Some of the older McDermotts can run .860 or slightly bigger.

End of the cue is harder to nail down, I'd say 1.250 is going to be pretty average.

this was sort of what I was focusing on. Lot of aftermarket shafts available, other than the pin, what diameter is considered standard?
most joints are in the .838-.840 range. there will never be a set-in-stone industry standard on this. i've tried aftermarket shafts that have slight misfit at joint but its never enough to sweat. UNLESS you're ultra-anal about this shit.

How the cue is finished, sanded and polisehed affects this a lot. Some brands cuts the shaft to the butt when the cue is screwed together, they do the whole process that way, finish, sanding and polishing. That means that the joint might not be 100% centered the same way if you use carbide sanding mandrels.
