I wouldn't. I would use a tripod for any shutter speed longer than say, 1/10 of a second. I'd like it on even 1/15, 1/20. IS helps alot on zooms, you'll pay through the nose for it though.

He means that you can get as wide as f2.8 at any focal length throughout the zoom. Lower end zoom lenses usually have to go to smaller apertures at the zoomed in end. This equates to more shutter speed options allowing you to get more crisply focused shots of moving objects even when zoomed all the way in on your subject. Hence, better photos. The lower f# and constant aperture lenses are PRICEY though.

a smaller aperture would provide crisper focus. a larger aperture would allow the use of shorter shutter speeds for exposure which in turn would provide less movement. but as far as better photos you would have to describe what you mean when referring to timed exposures. what makes one timed exposure better than another?
 
Wait, your right, I had that backwards. Sorry, it's been a long day. I think he meant that you could zoom in on your subject and still get that large 2.8. My nikon 70-300mm won't allow larger than f5.6 at 300mm. Constant f2.8 is just a better lens. As far as what is better in regards to time exposure, I'm not sure. I think my 28-80mm did alright.:D

Man, it looks like everyone that shoots in that pool hall is playin the ghost. I'd hate to match up with them.
