Table conversion question.

The elevation of rails for carom and pool balls are different, carom being a little higher. Could you create a plastic or rubber layer to bolt the rails down on between the rails and the slate to raise the rails to carom levels and then create carom plugs to turn your pool table into a carom table? I have considered carom plugs off and on for years but do they really play that well? Could elevating the rails work?

yes thats how its done, plugs play just as good as normal rails with the exception of where they marry up with the other miters, a table with facings set up for this as I have shown in other posts reduces this problem and when properly lapped almost non existent.....
