Table identification help

So I picked up this little table today, it's a 6x3 similar to an old valley but solid wood construction and it has 3/4 inch slate. It's got a ball return as well as what used to be a coin slot. Any ideas on what this might be?

Well I spoke to a local repairman and he was in awe, apparently this table may be handmade by a very skilled hand. Anybody got an idea of who could've made this?

What I'm curious about is, why does is only have 2 diamonds per rail?
