Tap Size

I have a customer that would like to fit his pred. shaft to a "Tex" cue. It's a 5/16x14 thread pin, but the pred. shaft which has a 5/16x14 insert only screws down so far then binds up. I took one of my inserts and ran a 5/16x14 tap (from Atlas) thru it and that insert goes almost all the way but still binds before full contact at the bottom. I even bored the hole out to .265 and still the same. I measured the joint pins I have and they are .295, and the Tex pin is a full .312.
The shaft that came with the cue screws down fine, but fits looser on the pin than the atlas inserts...
My question is, what size/type 5/16x14 tap is needed to make this work?

Two options; shrink the pin or open the hole, (not the minor but the major).
You may be able to 'shrink' the pin enough by polishing (buffing wheel).
I'll share something I've heard though I have yet to try it.
Wrap a 14 tap with steel wool prior to entering the hole.
I think it has possibilities. You may have to do it more than once.
