Anyone have any information on the TAP method in determining skill levels? Most TAP players in my area are one to two levels below their APA skill level?

Depends on if it's 8-ball or 9-ball. TAP is max 7 for both, APA is either 7 or 9. A 9/8/7 in APA 9-ball would be a or a 7 or a 6 in TAP, maybe a 5.
A 7 in APA 8-ball would be a 7 in TAP very likely, maybe a 6.
Using the ABCD rating, the levels match up pretty evenly, B+ or A- players would be top or top two ratings in either and go down from there to the D and C- levels which would be the 2s and 3s. C to C+ would be 4/5 levels and B- to B the 6s.
