Ok here it goes

Can someone give me the measure off-set of taig tailstock to get close to a .842 at joint

Still saving for tapering lathe

You need to decide what the other end is going to measure. If it was 1.242" then you would need to offset just over .200". It does not come to a perfect .200" because of the climb up the side of the centers, but .200" would get you real close. Just figure out the size of the joint and the size of the butt end and subtract to find the difference. Then divide that in half and off set a few thousandths of an inch more than that.

This method only gives you cone tapers and not the pro taper you might want on a shaft.

No! As Chris mentioned this will only give you a straight cone taper. In order to do a compound taper or variable taper for a shaft you would need to be able to follow a pattern of some sort or taper bars or some sort of CNC.

Yes, if you're building billiard cues.
Pool cues, not even close.
Pool cue shafts in general have at least 4 different angles on that 29 inches.
