Jimmy Reid taught me a method of being able to do this as well. I have it on video where I shoot this shot several times with a hard firm stroke and get a great solid hit on the cueball.
There is a way to hit this ball which is about 50% chance to get safe. The bank is no good because it's super low percentage and almost always a sell out. FWIW though there is match on Accustats where Mika Immonen is playing Jimmy Rempe and I think it's hill hill and Mika is faced with this shot - not exactly but very similar and he elects to bank it and nails it.
I don't think Mika's 9 ball was frozen.
