Looks like a old Porper lathe that was designed for tipping house cues, but could probably tip 2 piece shafts also with a few mods like making drive pins to fit the chuck. Not sure what It's worth. I guess that depends on the buyer, but I once traded a cue that I built for one of those, although I never really used the lathe. The motor is decent, It's a variable speed, reversible Sherline motor, and would probably cost a couple of bills to replace that alone. The lathe uses a collet compression type chuck with a Delrin collet rather then jaws to grip the shaft/cue. The tool post fits in the tail stock. They also have a radius tool that goes into the tailstock. Those 2 tools on the Porper site are not cheap, and the mandrels on them can be changed so they could be used on other lathes. I'm mostly thinking of the radius tool when thinking of use on another lathe though. They are used to crown the tips. It's pretty much designed as a straight up tipping lathe.
