tip change help

hi,
This will be my first time changing tip.
I have no problem taking the old tip off and sand, and glue them.

The problem I have is that I don't know a good way trim the tip down to the ferrule size.
I have a 14mm tip put on Z2 shalf(12.5mm).

1) Could you recommend me a simple tool?

2) Or do you know how to build a simple lathe just for tip replacement?

3) Do you know what kind of roller does this seller use? I can probably build one like this for me own. Link

If you are going to try and build that to save part of $50 you might want to reconsider going into tip replacements. The reason is you will wind up spending a lot more than $50 in equipment if you go down that road. That is very cheap for what is offered there. A steady rest with a three jaw chuck would be much better, but also over three times the money.
