tip diameter decrease

When you get your tips done by a cuemaker, does the diameter slightly decrease? I see some cues for sale at 12.6mm or 12.4mm etc, and was wondering how did it get there. Was it ordered like that or did the owner "sand" it? Any info is appreciated, thanks
 
I do a very small amount on sanding. As little as possible. Most are the same. Very fine grit. Barely changing the size. Now players sand for smoothness on their own. If I get a shaft at 13.1mm you will get it back 13.1mm. I also seal all shafts and wax for smoothness.

I am amazed by some things I see ppl do to their shafts.

Some cuemakers make their shafts smaller. I had a few mcdaniel cues like 12.88mm that's what he told he called it his 12.88

I think the key is in the middle not at the tip. You can have smooth 13mm with a long taper that feels much smaller
