So my question is, is there a tip or tip ferrule combination which would give the hardest hit and retard unintentional english.

I ask because I think it is common to limited your break speed not due to how fast you can swing the cue, but by how fast you can swing with zero English on the cue ball.

Before you post, yes, I normally practice how hard I can hit the ball with minimal english. Please focus on tip/ferrule materials for break cues.

The only thing that matters is whether or not you hit the CB offcenter. The only thing that helps that (besides a straight stroke) is a wide flat tip.

Type of tip doesn't matter. Ferrule doesn't matter.

P.S. Your shaft's pivot point can make a difference in your break - if it's near where you bridge for your break it can correct for the squirt caused by an offcenter hit. It won't help avoid sidespin, but at least you'll hit the head ball more square.

Break cues are likely high-squirt with medium-to-short pivot points, so it should be easy enough to get one with a pivot point near your bridge length - if only cuemakers would mark the pivot point on the shafts they make.
