Any idea who might have made this conversion and used this bumper, dark phenolic, and possibly a buckhorn joint?

What type of joint pin does it have?
Sure looks nice.
Also, have you unscrewed the bumper yet?
Maybe there are markings underneath.

Titlist are nice, if it straight, and is not all dinged up, it could project for restoration by Proficency, if the price is right.

Looks like a hobby shop cue.

Ivory is often porous on 1 side, that's looks to be the case here.

For me, they ruined the look by not having a Hoppe butt plate.
