It's a conversion. Unfortunately I don't know much about the blank other than that it was cut at the handle to make the points longer. It's actually kinda similar to the one you posted a few years back: http://forums.azbilliards.com/showthread.php?t=266835

I have never seen an oak Titlist that was not from the 1940's, so it's probably safe to assume this one is as well. That's important, as the splicing craftsmanship seemed to be better with the older Titlists. The metal junk found in the butts of these old cues shouldn't be a concern - it did the job (added weight to the light oak) without affecting the outer beauty.
