Touching the cue ball during a time out.

Last wednesday during my APA match my opponent took a time out and during the time out the coach who is a 7 was moving the cue ball with his fingers and it was not a ball in hand situation. My team said that it was a foul and he disagreed. What is the rule?

no question ball in hand.... the cue ball is always live even dropping a piece of chaulk on it is a foul
 
Dumbass (the 7). The player who is a 7 should be penalized to a skill level 2 but then be required to win 10 games versus his opponent's one game. Any high-ranked player should know better.
 
He actually acted like we were all crazy for even thinking it was a foul. I thought that it was a foul myself, but it was hard to question a 7. Thanks for the info.
 
The player may take a time out, but the table never does. Touching any ball is a foul except for the cue ball in a ball in hand situation.

It is most definitely a foul. You should have gotten ball in hand.

just out of interest what was the situation?

why was he moving the cue ball in his time out?
 
Who is worriedbeef? Holy smokes. The situation was the cb was burried between 2 of our opponents own balls and he didn't know what to do. He took a time out and the 7 on the team came over and demonstrated what to do with the cb by actually moving it with his fingers. He then put the cb back to where he thought it was and the time out was over. My team then said "wait a minute, that's a foul" and he did not agree. The 7 knew that it was not ball in hand and did not think it was a foul. Thanks for the info. BP

A hard-ass referee might call that unsportsmanlike conduct and award the game or the whole match to you. It's difficult to imagine that a player could become get to SL7 and not know that he shouldn't touch a live cueball. He should at least be laughed at by everyone else in the league.

Completely agreed.

Correct me if I'm wrong, but I believe even if there was an earthquake... no balls potted... the play continues from where the balls lie. Or it's both player's choice to re-rack.
Table is always live, including the cue ball.

A 2 or 3 might not realize that, but a 7?!
