Tournament in Destin, FL this weekend??

This is the first stop of the $300,000-guaranteed-addeds North American Open Tour, Stop 1 of 7, November 28 through December 5.
This is a $30,000-added double header 9-ball with two chances to win.
Event 1 is $20,000 added. Mandatory players meeting at 9:00 a.m., November 28. I believe the first event is a UPA Tour tournament. Check out the UPA website: http://upatour.org
Event 2 is $10,000 added, beginning on December 3. Players meeting at 8:00 p.m. on December 2nd. I believe this event is open to all.
The sponsor and host is the Hilton Sandestine Beach Golf Resort and Spa in Destin, Florida.
Entry fees: $250 first event; second event, $125. Fees included.
All players MUST BE A REGISTERED GUEST at the host hotel while competing.
Player registration deadline is November 5th, with a late fee of $75. Hotel group rates end October 28.

Question: What if I live in the area, do I need to be a registered guest at the hotel.
Question: What if I can only afford a cheaper hotel than the ones offered and I cannot stay at the hotel, can I still play in the tournament??
Or is this not a matter of getting a room at the hotel, just being a registered person on the hotel grounds?
