This is a Tulipwood forarm/buttsleeve with maple/black veneer rings at the joint/butt. It has black phenolic joint/buttplate.

That's a beautiful piece of tulipwood. I have (3) tulip wood cues...Woodworth, Scruggs, & Madison Bob. The Madison Bob cue is really stunning, tulipwood forearm & butt sleeve, with a BEM handle, one of my niceset looking cues
There are a lot of tulipwood fans out there, but I don't think the cue gallery gets as many comments posted as the for sale and main forums do
