Two piece subrail separating.

I'm currently trying to bring an antique table back to life. I pulled the cloth off of one rail and noticed the feather strip channel was very wide at one end. On closer inspection I discovered the subrail is a two piece tongue and groove style construction. Needless to say the tongue and groove is separating over about half the length of the rail. From the chalk residue you can tell it's been coming apart for quite some time. How can I fix this? Is it going to be a matter of pulling the rail apart and glueing and tacking the subrail back together?
