U.S. 9ball Open 2015 info

Does anyone know if it is a winner break format and where is the 9 ball spot?
I mean in Eurotour the 9 is on the 2nd diamond spot and if a ball drops 2 other balls must pass the foot string or if 2 balls drop 1 ball must pass the foot string and its alternate break
is it the same here in U.S. open 9 ball 2015 championships?

Velocity is key to determining a proper break. Players must break the balls with proper speed and it will not be a foul if three balls do not pass the headstring. Players must make an honest attempt to break the balls. A foul will not be called if a player breaks with velocity.

2 ball behind 9 ball

Oddly, the "rules and notes" section does not mention the position of the rack, but from reading other threads here on AZB, I believe the 9 will be on the foot spot.
