u.s. open byes????

Could someone please tell me how the byes for the U.S. Open are determined. I assume that they are given to the highest ranked players but then I see that a couple of players havent won a major nine ball tournament in many years and are not really competitive anymore. Do they give them out on previous Open results>>>any ideas????

I was told that they just draw out of a hat or let a computer program randomly pull the numbers. If you look real close.....Butsty, Efren, Johnny, Parica, and Corey were all in the A bracket. If they did separate the brackets by rankings....I would like to see the rankings. I believe they should be seperated by rankings just like Tennis or the World Golf championships where there is a chance that Number 1 and Number 2 might be playing in the finals. I don't think they do. Does anybody know for sure???

All players that were in the World Pool Masters had a bye, because they were in the Netherlands until Monday......
