There's a supplier who advertises Cue parts and Forearms in the Machinery section. I believe they also offer Cue Butt kits. I'm just not sure how far they go with it.
A little reading there and you could reach out to them.
We're not allowed to just name the Company per the Rules, but if you look and read, you'll figure it out.

Keep in mind that technically you are asking for a finished Cue with no finish or the Makers name on it!
