im guessing theres no markings of any kind on the cue? did you take the weight bolt off,there might be marking inside.

Judging by the size of those point tips, it was made by someone that doesn't know how to use the SCALE command in a cad program.

It almost looks like some sort of import, judging from the rings, bumper, and general design.
