I can't see the threads but the pin itself looks very much like a Viking QR (which is 5/16x18).
I have my doubts though because a Viking w/steel joint is flat-faced and yours is piloted. Try screwing a std SAE 5/16x18 nut on the pin, then you'll know.
"Who uses it?" Well obviously the maker of the cue you have for one.
