The UPA site seems pretty clear that you can just pay the $25 and have a full one year "official" membership. This is not the "touring pro" membership so you simply will not accumulate points.
The latest version of the players' contract seems not to take away any rights you might have to market yourself and it permits you to play in any events that do not "conflict" with UPA sanctioned events. I would presume that means if it's not on the same day you can play in it or get a waiver. If you are not a touring pro I would not worry about that anyway.
I'm no great fan of the UPA but it seems they have solved the problems with the contract and the only problem remaining is with Earl (and Corey perhaps). If you need any more info send me a PM.
