urgent question about WPA rulez

Hi all,

I've written the european pool federation several times but didnt get an answer, and this is getting urgent as i need this information to add to her naturalisation demand to speed up the naturalisation process.

There is a player in our team who has the nationality from Oesbekistan. She has been living in belgium for 6 years now. She is 13y old. For the youth division there is no problem, as the youth only have to descide defenetly what nationality they want when they are 18, so they can chose for what country they will be playing. Belgium or Oesbekistan, but during the european youth championschip she was told to pay atention that if she plays in a (non open)world championship event in the woman section what she is planning in the future, she will have to play it under the oesbekistan nationality as she dont has the belgium nationality yet (witch is under demand). and in all the folowing participations in a non open world event woman section, she will have to play under the oesbekistan nationality according to the federation for the rest of her life wich she doesnt want.

Does anybody know where i can read about this rule in the WPA rulez or any other place where this is stated. I need this ruling to be added to her naturalisation process to ask for a naturalisation proces before she is 18, so she can start playing in woman WC events for belgium and not have to wait till she is 18.

Is there any player here on the forum who has moved country and changed nationailty that could tell me there experience?

I think this may be difficult to do on your own. As I see it you're dealing with
1) Uzbekistan immigration law

2) Belgium immigration/naturalization law

3) Generally recognized international laws regarding immigration and natrualization

4) BPBF bylaws

5) EPBF bylaws

6) WPA bylaws

7) IOC bylaws regarding a persons nationality and national representation


I have a feeling the various billiard organizations may be going by IOC rules regarding Kamillas status and national representation. You may need to consult with a lawyer specializing in naturalization laws. Or contact the people in Belgiums department of naturalization and explain things. they may have the answer. Is Uzbekistan even represented in the WPA?

Based on what this says the answer is that if Timur is (1) over 18 years old and (2) has been living in Belgium for 3 years he can apply for naturalization and once he is naturalized the kids "automatically become Belgium citizens".

Kamilla didn't have any troubles with competing at Amway did she?

Essentially the WPA rules don't apply here as this is a EPBF "regional" championship. The basics of this are - what passports does she hold ?

If she is in the process of obtaining a Belgian passport then until then she is a Uzbekistan national (irrelevant of National immigration laws or anything relating to the national citizenship - this is a EPBF criteria).

However, once she has a Belgian passport - it is possible to change your nationality and represent a different country via notification to the EPBF.
A friend of mine, Sandor Tot has does this before on the EuroTour, which then led to his national representation changing twice on the regional European Championship tournament banner.

Terry the amway was no problem as this was a Open world championship.
the EBPF told her she would have problems if she competed in non -open WC in the woman (non youth event), the rule didnt aply for non-open WC.

For the amway, you have to qualify. IF you qualify in 2009 with one nationailty and in 2010 with another , no body cares...

for a non-open WC you get invitations for a country. Of belgium gets one invitation for woman, she wont be able to participate (she doesnt has belgium pasport). If belgium gets an invitation for the youth , then there is no problem, as youthplayers will chose there nationality when they get 18 in europe, so they removed this rule for -18 players. (why she played in the EC youth section)

she can't take up a belgium spot for the woman though, but she could take up a oesbekistan spot if they would get one, but once she takes up a spot from oesbekistan, she wont get a spot from belgium afterwards if she changes nationality. Thats what the EBPF told us.


Terry: I wont go into details but its alot more difficult then what that article said. I know this very well with my brother in law... you need a fixed job, a contract of 3y at least, before you are alowed to stay in the country, only then can you aply for a house, and wait 3 years to aply and then wait many more years to maybe get a chance...

You can as a sportman get a special Faster naturalisation (just see how often football players get a shortcut in naturalisation processes..) if you can prove that you need it for your sport, and you have a level of play high enough for the state to agree a faster naturalisation (so they can benefit from it). This is what are wanting to do, but we need the written rule so they understand that as long as she isnt belgian, she'll have to wait till she is 18 to take a Woman spot if belgium gets a spot for the EC or the WC. if oesbekistan ever gets a spot for a woman, and she takes this spot, she wont be able to get a spot from belgium later. (if I understood it correctly)

STE: did sander play for the european championschip with different nationalities?

im still trying to find out exactly was has been said , as i wasnt present when the epbf told this, but i just talked to timour on the phone, and this might be another problem.

There is no poolfederation in oesbekistan. She they will never get a spot for the WC and especially not for the EC (as its not part of europe).. She her only choice to participate in a official WC, she can only fill in a spot that belgium would get, and this is not possible as she doesnt has the pasport...

I think this is the problem... they probably understood it wrongly from the EBPF...

STe: did sander play twice with a different nationailty in a official world championship?

This is all I've been able to find.

I'd say by section 7.4 it is importatnt that Timur at least submit an application for citizenship and that it be documented, also that it be shown that Uzbekistan has no billiards affiliation, also that you show that Kamilla has represented Belgium in international competition.
