Valley Rail Question

Just recovered and ordered new rails on a barbox. While playing I noticed that the rails slip up and down just a hair. Thinner unbacked felt used to cover table, tightened them all again to the point I was afraid to strip the bolts. Has anyone ever had this? seems like a shim may fix it but is this the right fix?

I'm headed from Dayton to Wintersville the first week of January. If you don't have it figured out by then, maybe I could take a look at it. I'm thinking it sounds like your bolts are too long though.
