Going on JUST this info...
"Player A makes his 8 in the called pocket, turns to player B and shakes their hand for the good game. Whilst shaking hands and chatting the cue ball continues on it's path 3 rails and fouls in the same pocket the 8 ball was made in.
Who wins, Player A or B and Why?"
PLAYER B WINS.
The handshake can be construed as a win or loss to Player A. It is only until all balls have stopped rolling is game over. The info given is incomplete IF something else happens we know not about.

Further question via same scenario.
8 drops, cue rolls around table and stops just short of dropping into the pocket. Handshake commences and several moments later cue-ball drops into the pocket. Who wins?

A Question for Certified VNEA Refs in particular but others are welcome to chime in as well.

I have a question for all VNEA certified referees and aspiring VNEA certified referees. Please cite the rule book when answering.
Player A makes his 8 in the called pocket, turns to player B and shakes their hand for the good game. Whilst shaking hands and chatting the cue ball continues on it's path 3 rails and fouls in the same pocket the 8 ball was made in.
Who wins, Player A or B and Why?

LOSS OF GAME

1. Pocketing the 8-ball when it is not the legal object ball except on an opening break.

2. Pocketing the 8-ball on the same stroke as the last of his group of balls.

3. Jumping or knocking the 8-ball off the table at any time.

4. Pocketing the 8-ball in a pocket other than the one designated.

5. Fouling while (pocketing) the 8-ball in the designated pocket.

6. Third infraction of the slow play rule.

7. Pocketing the 8-ball and the cue ball on the break stroke. (This varies, if your league considers an 8-ball break a win.)

8. Not correctly marking the pocket while pocketing the 8-ball.

I believe number 5 covers it. Loss of game if you make the 8 and foul.

E. PLAY

1. If a shooter inadvertently pockets his opponents ball, it remains down, however, if the shooter does not legally pocket one of his own group, he loses his turn.

2. Each player continues to shoot so long as he legally pockets any of his object balls (Exception: calling a safety). Should a player fail to pocket his designated group ball, he shall lose his turn.

3. If a player fails to hit the 8-ball while shooting at it, it is a foul and the game continues. When the 8-ball is the legal object ball, a scratch or foul is not a loss of game if the 8-ball is not pocketed or jumped off the table. Incoming player has cue ball in hand.

4. In the event the cue ball or an object ball stops on the edge of the pocket then falls into the pocket because of vibrations, fan or stamping of feet, it shall be replaced on the edge of the pocket as near as possible to its position before interference.

Fair question, it seems the Cue ball would spot up and player A would be the winner in your scenario as per rule #4 but is trumped by rule #3.

Seems simple no?

That was the question as to WHEN is it a WIN.
Game is considered done once the cue-ball has stopped rolling.

SOOooooooo...
What we determined was once the cue-ball stopped, IMMEDIATELY pick it up so it does not drop into the pocket 'x' time later. This applies to all pocket games when on the final object ball for the win.

(RUMOR?)
One Vegas tournament the cue-ball was left after the game was over on a pocket edge. Just before the next match was to begin the cue-ball dropped without external intervention. Hence a loss to the previous claimed winner.

Vegas can have different rules than local league.
Also league can vote to have different rules too.
Example league can vote for or against, if you scratch cue ball while
trying to make eight ball, it's not a loss.

VNEA pool leagues RuleBook

In rule book states: BALLS MOVING SPONTANEOUSLY.

A hanging ball that falls into a pocket (by it self) after being
motionless for 3 seconds or longer shall be placed as closely
as possible to it's position prior to falling and play shall continue.

This also could mean less than 3 seconds loss of game or
3 seconds or more end of game.
To me the meaning would be 3 seconds or more end of game.
Good luck with this.
