I've done a few years of both, and I'm inclined to say that if you are a good player and get on the right team, you can do well and have fun in the VNEA, but if you are an amateur and you have to go shopping for a team, the APA might get you a better experience. I think the APA is good if you're not super serious about pool, or if you consider yourself a beginner, or you don't have any hope (or urge) to try for the big bucks and winning the entire thing. Otherwise VNEA is fine. The BCA seems to come highly recommended too but I haven't tried it.
