I hate to show my ignorance, but what does "spalted" mean?

It is a type of wood. Check it out in the butt of this Kikel. It is a relly sharp wood with nice grain. You don't see too many cues with this type of wood.

Woods that are "spalted" are figured, colored and mottled from decay because the wood is rotting.

IMO, the woods look pretty cool, but are really unstable. Would probably need to be cored for use.
