if you just want to do tips get a travel tipper from unique products I think it goes for $700 if you want to do more than tips check out chris hightower he has cue lathes starting at $750. Havent seen any lathes for sale lately on ebay but you maybe able to get a deal. the ones I have seen go from 600-1000 for the lower end ones from chris depends on the model.

You can get a mini lathe from Harbor Freight for around $400; and, as indicated at another similar thread, it does tips quite well.
