yes, but you have to consider also:

Germany
Holland

with Finland,England, Spain, Italy a smaller consideration.
 
usa / philippines would be a great match, with hopefully usa coming through. (I'm an Earl fan). Would be nice to see england with steve davis do well too.
 
Any two out of the USA, Philippines, and Germany would be an exciting final. I exclude Taiwan because they didn't exactly send two of their best players. If you like cinderella stories than it sounds like Hong Kong would be a perfect choice.
