Weekly Tournament Directors, please read this (concerning three foul rule)

Ok, as arrogant as I'm gonna sound, you ALL need to put a three foul rule in your 9-ball tournaments. It's not really even a choice you have (assuming you actually want to run a fair tournamnet). One easy example to prove myself right......

The one ball hangs in the pocket and two balls happen to wedge up against it allowing NO access to it. What do the players do..... just give ball in hand to each other ball in hand all night??

BCA rules doesn't have the "3 foul rule" but my newbie question is, how would you resolve the situation enzo mentioned (or how would it be resolved) ?

The USPPA has gotten rid of the 3 foul rule, and added a stalemate rule to cover the type of situation you described.

If both players are "on two", and one player fouls a third time, the game will start over with the other player (who only fouled twice) getting to break. As far as I know, there is no warning required.

Edit...

By the way, now that we have the attention of all the weekly tournament directors, can you guys make the 9-ball not count as a win on the break? We could just give the breaker the option of spotting or re-racking. OK? Thanks. :D

I recalled this part of the BCA rules:

STALEMATED GAME
If, after 3 consecutive turns at the table by each player (6 turns total), the referee judges that attempting to pocket or move an object ball will result in loss of game, the balls will be re-racked with the original breaker of the stalemated game breaking again. The stalemate rule may be applied regard-less of the number of balls on the table. Please Note: Three consecutive fouls by one player in 8-ball is not a loss of game.
