Weird rules in China Open

What is going on here? It looks like the player at the table after the break can pass the table to their opponent without having to push?? First rack Meng makes one on the break, doesn't like where the 1 ended up and instead of pushing, just passes the table as is...

Second rack, Oliwia dry breaks, Meng again passes the table back and Oliwa pushes out... and Meng passes back again, and Oliwia actually pulls off a really great shot on the 1. :confused: What?? Why would you let your opponent dry break and then push out? Am I going mad here or is this a very strange way to play 9-ball?

Looks like the Three Point Break Rule is being used, , three balls must cross the head string or be pocketed or it's considered to be an illegal break , the other player has the option to shoot or pass back to the breaker.

Wow, that didn't even occur to me since just from the speed and position they were breaking, it didn't seem like they were really trying to spread the rack up table. I feel dumb. I also thought it was strange letting your opponent push out, I don't like having to decide to pass back a shot that they obviously want.
