What does a slight ouroll of 1/8th mean

Hello ,

I seen a Cue for sale that was a Factory 2nd , This Cue new would be $ 350.00 . The Factory 2nd is selling around 175-200 area. He says it has a slight out roll of 1/8 th when rolled and you have to be on your knees to even see it. What would cause that and how hard is it to fix. How much would it deduct by having this issue. Thanks

It means the cue is not straight. There are many factors that can cause that; starting with actual wood warping, misalignment of joint faces, without knowing the exact problem you cannot determine how intricate the fix is. :)
