This is also a good case for throwing the cue. Somebody posted a Ko PY clip that stated when you throw an object it continues on a straight line. That stuck. It is more consistently accurate even without the super stroke effect which still escapes me.
Back to the stick: as soon as your stroke peaks, it has to slow down. If you're still holding on when this happens, you're applying brakes to the stick besides.
I release the front fingers but continue cradling the stick as it approaches the ball. Since the pivot is on the back fingers rather than the index, the delivery stays that much leveler than the standard snooker technique. It works and it's a functional step towards the actual slip draw stroke.
 
I can't find the exact video, but Earl states that deceleration becomes more common with age- it was when he was commentating one of Hohmann's matches in which he said Thorsten was developing a "syndrome". I wouldn't think age would play a big role in stroke mechanics- especially in a guy as young as Thorsten (he's still in his early 40s)
