What is this?

A friend got a cue the other day from someone else but has no idea what it is. He says it hits OK and for $50 he couldn't go wrong. I am attaching pictures - would anyone have an idea of what this is? There are no markings of any kind. Sorry about the lousy pictures - they are from my phone ;-(
