what makes a cue hit hard,crisp or stiff verses softer.

I hear a lot of people saying the tip makes the most difference my experience is the combination of ferule and tip play a big factor but im sure a dense wood steel jointed cue with a conical taper will hit harder than a delrin joint with a pro taper and a lighter wood for the butt.ultamite answers would be is there a cue maker known for making the stiffest hit and one known for the softest hit.
 
In a nut shell, tip & ferrule do play a part, the construction method will dictate stiff or soft. The shaft taper plays a part as well. The joint has an affect too.
