What Qualified someone as Qualifiied Instructor???

I'm not quite sure of your point. I think there are close to zero pool players like that. Well, maybe one in a thousand. The vast majority of pool players seeking instruction have major, obvious problems.
Major obvious problems are the easiest to correct with the help of a coach or from peers. Beyond that I assume players whom want to improve, self-study. I simply can not connect with people who don’t put in work and don’t like learning by themselves in some capacity.
 
problem is most instructors try to make you play like they do which may be better than what you do now, but their way may make you worse off.

ive never taken pool instruction and never will.

but i did a bunch in golf. and i found every one of them tried to drastically change my swing, same as they would do to others.
and when in any pressure shot you naturally will revert to your ingrained swing. so that swing is what you need to refine.
they even tried to make me change how i putted. and i putted better than almost any club pro. as that was one of my hustles.

same with your pool stroke and maybe more so.

they certainly will help a novice learn to think correctly and possibly develop a stroke that works.
Your golf instructor experience is common unfortunately, as most just teach their particular type of swing and the onus is put on the student to do their research and choose an instructor that fits them.

That said, there are also many knowledgable coaches that understand the ins and out of several techniques and can adjust to each student. 2 hall of fame coaches come to mind... Flick, whose students all looked different bc he taught what the club needs to do and let his students find their own way to make that happen and only then worked with them to refine their technique. And Pennick, who famously coached pga greats Kite and Crenshaw since they were kids and forbid them to discuss their swings or anything he said to them with one another because what he taught them was so different that a great tip for one would mess up the other. There are others like this but they are def rare.

In pool, it's very similar. Most just know one way inside and out and teach just that. Those who can effectively explain and help refine multiple techniques aren't available around every corner. But they do exist and are well worth getting a lesson from at any level of development.
 
Those who can't teach. I am very weary of what is a qualifed instructor.

Months ago I saw a person who was a "qualified instructor" they had the nastiest looking draw stroke i have ever seen. Her body movement was so Jerky it really had me questioning her credentials. And this person was teaching someone else to play.
