I could be dead wrong but I believe the only thing I've seen with a black ferrel is a break or jump break with the phenolic tip ferrel combo.

Rodney Morris' recent cue has a black ferrule. But I don't know what material is used.

Buffalo Horn and phenolic are the two types of black ferrules you can have put on your shaft by any cue repairman or cue maker. The only cues that I have seen come with a black ferrule is the Sledge Hammer, which has a canvas phenolic ferrule/tip combo.
